    I encountered similar issues when moving QSM to another server. The 404 error when downloading certificates and the “permission denied” issue with fopen are likely due to file permission settings. Make sure the directory where you’re trying to write the file has proper write permissions, and also ensure the path to the file is correct. Changing the MySQL collation could have some impact, so it might be worth checking the compatibility of your data with the new charset.
